Abstract

This study analyzes the role of collaborative governance in contemporary public management within a context characterized by increasing complexity, interdependence, and the limitations of traditional bureaucratic models. The research aims to understand the extent to which collaborative governance influences public innovation and sustainability, proposing a theoretical-analytical model that integrates these constructs and incorporates institutional capacities as a moderating variable. Methodologically, an explanatory quantitative approach is adopted using panel data, covering medium and large-sized Brazilian municipalities from 2015 to 2024. This strategy allows for capturing temporal and cross-unit variations, controlling heterogeneities, and strengthening the robustness of inferences. The results indicate that collaborative governance exerts a positive and statistically significant influence on public innovation. However, its impact on sustainability occurs indirectly, being mediated by innovation. Furthermore, institutional capacities intensify these effects, demonstrating that more structured contexts leverage outcomes. It is concluded that collaborative governance is relevant for local development, but its effectiveness depends on institutional conditions and the capacity to transform collaboration into concrete innovative practices.
